About Us

The Emergency Planning College (EPC) delivers Cabinet Office-approved emergency planning and crisis management training.

Managed by Serco, we are positioned at the heart of Government, within the Civil Contingencies Secretariat (CCS) of the Cabinet Office.

Our highly experienced industry leading experts provide a wide range of dynamic and diverse training courses, seminars and workshops for public and private sector clients across the UK and overseas. We also offer real-time simulation exercises enabling delegates to fully test their emergency plans while gaining invaluable ‘real-life’ experience in dealing with a major incident.

We provide a central forum for knowledge-sharing and focus on multi-agency working, disseminating best practice nationally and internationally to enhance worldwide resilience against natural disasters, major incidents and malicious attack.

We train thousands of delegates each year from numerous private and public organisations. These include those with specific emergency planning and business continuity responsibility right up to those at the highest government levels and PLC Directors, both in the UK and abroad.

Typical clients include local authorities, the emergency services, the NHS, utilities, telecom providers, and organisations responsible for transport and infrastructure. Private clients range from major banks and other financial institutions to theme park and racing circuit operators.

Training venue

We run courses at our state-of-the-art training facilities at the Hawkhills, just outside York. In addition, we also deliver training at our clients’ choice of venue. Both our prospectus and bespoke courses can be presented either at the College, or off-site, in the UK or overseas.

Conference and events venue

The Hawkhills is a sympathetically updated and modernised country home set in 240 acres of immaculately maintained gardens and grounds.

With its modern, on-site accommodation, restaurant, bar and suite of training rooms including lecture theatre, the Hawkhills is an ideal venue for weddings, celebratory events, conferences and business meetings.

Surrounded by tranquil countryside, it is only 20 minutes from York and easily accessible by road and rail.
